Dorothy Sklar Phillips was born in New York City on April 25, 1906 and died on March 15,1996 in Los Angeles, CA at the age of 90. At the time of her death, she was living with her sister Pearl Sklar Getz and her nephew JohnT.Getz at 9707 Horner Street in Los Angeles. Her primary residence and studio during her career was at 6612 Colgate Avenue in Los Angeles.

Painting subjects of landscapes, figures, and portraits include: treescapes, Chinese or Korean style buildings, Mexican and Guatamala people and landscapes, scenes from California such as old homes in Los Angeles, Echo Park in San Francisco, and Angel's Flight, Utah landscapes including Canyonlands National Park, Bryce Canyon, Shafer's Trail, Zabriski Point, and Arches National Monument, views of Yellowstone National Park, and The Lower Falls in Golden Canyon in Death Valley.
