A cartoonist, designer and illustrator, Richard Decker studied at the Pennsylvania School of Industrial Art and became especially known for his cartoons published in the New Yorker magazine.  He also did illustrations for Look and the Saturday Evening Post and did a series of advertisements for the Philadelphia Evening Bulletin.

Richard Decker was a set designer whose work included seven plays for the Connecticut Playmakers.

Ben Yagoda has called Decker, along with Robert J. Day, "under recognized New Yorker masters."
