Lionel Bulmer was an English Impressionist painter who trained at the Royal College of Art. He met his lifelong partner, fellow painter Margaret Green, at the college and they frequently worked together, sketching in the open air and travelling across the UK, France, and Ireland. They settled in West Suffolk and often painted the beaches at Walberswick and Aldeburgh.
